How to Register
The Philadelphia Infant Toddler Early Intervention Program is a program for infants and toddlers between the ages of birth to 3 years of age. If there are concerns about a child's development make a referral to Early Intervention Services for an assessment. Contact by emailing Birthto3EI@phila.gov or calling 215-685-4646. Philadelphia County's Preschool Early Intervention Program is for children who are ages 3-5 that have developmental delays. Philadelphia County's program is called Elwyn SEEDS. To make a referral to the Elwyn SEEDS program call: 215-222-8054. Go to Elwyn SEEDS for more information.
